Certificate of Origin Form Selection Guide: Choosing the Right Format for Chinese Exporters

Selecting the correct Certificate of Origin format is one of the most critical decisions Chinese exporters face when preparing their export documentation. Each CO format corresponds to a specific trade agreement or preference program, with distinct rules of origin, tariff concession schedules, and document completion requirements. Choosing the wrong format can result in denied tariff preferences, customs clearance delays, or even financial penalties. Understanding the full landscape of CO formats available to Chinese exporters is therefore essential for successful international trade operations.

Form A, formally known as the GSP Certificate of Origin Form A, is used under the Generalized System of Preferences (GSP) program. This format is applicable for exports to developed countries that grant preferential tariff treatment to developing nations. Current GSP preference-giving countries include all 27 European Union member states, Japan, Norway, Switzerland, Turkey, Australia, New Zealand, Russia, Belarus, and Kazakhstan. Form A certification requires compliance with the relevant country’s GSP rules of origin, which typically include direct consignment requirements and specific processing or value-added criteria. It is important to note that the United States and Canada maintain their own GSP certification systems and do not accept Form A.

Form E is the Certificate of Origin format under the China-ASEAN Free Trade Agreement. This format is used for exports to all ten ASEAN member states: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. The China-ASEAN FTA has been upgraded significantly since its inception, with substantially all tariffs eliminated on normal-track products. Form E applications must demonstrate compliance with the agreement’s rules of origin, which include a regional value content of at least 40 percent, substantial transformation via tariff classification change, or product-specific rules as defined in the agreement’s annexes. Exporters to ASEAN markets should pay particular attention to Indonesia’s additional certification requirements for certain product categories.

Form F (China-Chile FTA), Form R (China-Peru FTA), and Form X (China-Pakistan FTA) serve their respective bilateral trade agreements. Each has unique characteristics: the China-Chile FTA provides comprehensive coverage including goods, services, and investment; the China-Peru FTA includes specific rules for textile and agricultural products; and the China-Pakistan FTA offers phased tariff reduction schedules covering thousands of products. Additional bilateral FTA certificates exist for China-Costa Rica (Form L), China-Switzerland (Form S), China-Iceland (Form I), and China-Georgia (Form G), each with their own specific requirements and benefits.

Beyond the ASEAN and bilateral FTA formats, Chinese exporters can utilize certificates under the China-Korea FTA, China-Australia ChAFTA, and the Asia-Pacific Trade Agreement (APTA) Form B. The China-Korea FTA certificate covers substantially all bilateral trade with phased tariff elimination, while the China-Australia ChAFTA certificate provides preferential access for Chinese industrial and agricultural exports. The APTA Form B covers trade among China, South Korea, India, Sri Lanka, Bangladesh, and Laos under the preferential tariff arrangements of the Asia-Pacific Trade Agreement. For exports to countries without any preferential trade arrangement with China, or when products do not meet preferential origin requirements, the standard non-preferential Certificate of Origin (general CO) is used to certify origin without claiming tariff preferences.
