Chinese Product Certification vs Trade Documents: Key Differences

1. A different category

A product certificate and a trade document serve different functions and are issued by different bodies.

Conflating them causes importers to think they have documented compliance when they have documented a shipment.

2. What a trade document does

The invoice, packing list, bill of lading and certificate of origin describe the transaction and the goods.

They say what was sold, to whom, for how much, and where it came from.

They do not say whether the product complies with any standard.

3. What a product certificate does

Certifies that the product meets a specified standard.

CE, FCC, ISO, NMPA, FDA registration, CCC, EAC, and the rest.

These are issued by accredited bodies, certifying bodies or government authorities, and they follow conformity assessment procedures.

4. The issuing bodies

Trade documents: the exporter, the carrier and CCPIT or customs.

Product certificates: accredited certification bodies, notified bodies, testing laboratories and regulators.

The distinction matters because trade documents can be issued within days while product certification takes weeks or months.

5. The free sale certificate straddles

It is a product document in content and a government document in form.

It says the product is freely sold in the home market, which implies approval, without certifying compliance with the destination’s standard.

It is required by many registries as a first step, and it is not a substitute for destination certification.

6. The consequence of the confusion

An importer receives the trade documents and the free sale certificate and believes compliance is documented.

The destination market surveillance authority asks for the CE declaration of conformity and the technical file.

Neither exists.

7. The specific confusions

The certificate of origin and the product certificate

Unrelated. The certificate of origin says where the goods came from.

The free sale certificate and the CE certificate

Unrelated. The free sale certificate says the product can be sold in China.

The ISO 9001 certificate and the product certificate

Unrelated. ISO 9001 certifies the quality system, not the product.

The test report and the certificate

Related. The test report is evidence supporting the certificate, not the certificate.

The CCC certificate and the CE certificate

Unrelated. Different standards, different destinations.

8. What to ask a Chinese supplier for

For the trade documents: the invoice, packing list, certificate of origin.

For the product: the destination’s certification, the declaration of conformity, the test reports from recognised laboratories, and the technical file.

The second set is what determines whether the product can be sold.

9. The due diligence sequence

Verify the supplier’s existence.

Verify the product’s destination certification with the issuing body.

Verify the test reports with the laboratory.

Confirm the technical file’s availability.

10. Closing view

Trade documentation proves a shipment happened. Product certification proves a product is compliant.

Both are needed, they come from different places, and only one of them can be obtained quickly.
