1. Three elements that decide the classification
Function
What the machine does.
Structure
How it is built, and on what principle it works.
Use
Which industry or process it serves.
2. The relevant chapters
Chapter 84
Machinery and mechanical appliances. Power plant, pumps, fans, transmission equipment, construction machinery, textile machinery, office machines.
Chapter 85
Electrical machinery and equipment. Motors, generators, transformers, batteries, household appliances, telecommunications equipment.
3. The boundary between 84 and 85
The general test
Primarily mechanical, chapter 84. Primarily electrical, chapter 85.
The difficult cases
Machinery with electrical controls generally stays in chapter 84.
Power tools generally fall in chapter 85.
The notes to both chapters settle most of these, and they are worth reading before deciding.
4. A sequence
Establish the machine’s principal function.
Look at the candidate headings in 84 or 85.
Read the heading text and the notes, including exclusions.
For combination or multi-function machines, apply the essential character test.
Confirm the national subheading.
5. The common errors
Classifying by trade name. Two pumps built on different principles may sit in different headings.
Ignoring the combination machine rules, when a production line may be classified by its principal function.
Assuming that parts follow the finished machine into the same chapter without checking the notes.
Overlooking parameters that decide the subheading.
6. A working habit
Machinery classification needs technical input. Documentation staff rarely have enough on their own.
For each machine, keep a file with the technical parameters, the working principle, the use, and the classification rationale.
That file supports both a later review and an advance ruling application.
7. Closing view
Machinery is the category that most depends on engineering knowledge.
The classification question is technical before it is documentary.
