China-Switzerland Certificate of Origin Requirements

1. Agreement background

The China-Switzerland Free Trade Agreement entered into force in July 2014. It was China’s first FTA with a continental European economy.

An upgrade protocol was signed in October 2026, following negotiations launched in 2024. Where the upgrade changes origin rules or tariff treatment, exporters should work from the current consolidated text rather than the 2014 original.

2. What makes Swiss origin rules distinctive

Swiss tariff lines are finely subdivided, and the origin rules reflect the structure of Swiss manufacturing: precision engineering, pharmaceuticals, chemicals and watches.

The origin criteria follow the familiar pattern, but the product-specific rules contain more operational requirements than value thresholds for some categories.

For exporters, the practical consequence is that a general assumption about how the rules work is more likely to be wrong for Switzerland than for most destinations.

3. Wholly obtained

Applies to goods entirely produced in China, typically agricultural and mineral products.

For most manufactured goods, one of the other criteria applies.

4. Change in tariff classification

The rule requires non-originating materials to undergo a specified change in tariff classification through production in China.

The level of change varies by product. Precision instruments and machinery often require a heading change, meaning the first four digits of the HS code.

A common error is applying a subheading change analysis, which is more permissive, where the rule requires a heading change.

5. Regional value content

Where the product-specific rule permits it, a value content calculation can establish origin.

The threshold under the China-Switzerland FTA is generally 40 percent, calculated on FOB value less the value of non-originating materials.

The valuation of non-originating materials is the recurring problem. Watch components, precision parts and specialty chemicals are high-value inputs, and their CIF value drives the calculation.

Using purchase prices rather than CIF values overstates the percentage. Swiss customs has the technical capacity to check, and verifications do happen.

6. Documentation

The certificate of origin is issued by China Customs or CCPIT.

Supporting documentation should include the commercial invoice, packing list, transport documents, and where the origin criterion requires it, a cost breakdown.

For goods with imported components, the cost breakdown needs to identify each material, its HS code, its origin, its CIF value and its share of total cost.

7. The watch and precision goods problem

A specific issue worth naming. Swiss customs applies close attention to watches, watch movements and components.

Chinese exporters of watch components, or of products incorporating Swiss movements, face detailed questions about origin determination.

Where a product incorporates Swiss-origin movements, the origin of the finished good is determined by the rules, and the answer depends on the transformation applied. Assembling a Swiss movement into a Chinese case does not automatically make the product Chinese-originating.

This is the kind of case where an advance ruling is worth the effort rather than filing on an assumed basis.

8. The upgrade protocol

The 2026 upgrade revised the agreement across several areas. For exporters, the relevant questions are whether tariff elimination was expanded and whether origin rules for specific products changed.

An analysis done before the upgrade should be redone. Products previously excluded may now qualify; products that qualified under the old rules may face different criterion requirements.

9. Practical approach

For a product not previously exported to Switzerland:

Identify the HS code and locate the product-specific rule.

Determine which criteria the rule permits.

Assess whether the product can satisfy each, and which produces a documentary record you can sustain.

Where uncertainty remains, consider requesting an advance ruling before committing to a price based on the preferential rate.

For products already exported: recheck the analysis against the upgraded text.

10. Closing view

The Swiss market is small in volume and high in value. Getting the origin determination right matters more than in most markets, because the duty gap on precision goods and the scrutiny applied are both significant.

The certificate is not the difficult part. The determination is.
