Degree Certificate Apostille for Overseas Employment in Vietnam
The Situation
A construction worker from Henan came to us after a previous agent had withdrawn from the case, preparing a labour dispatch package for employment onboarding in Vietnam.
The degree certificate had been notarized and apostilled. It was then examined by the overseas employer, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the awarding institution must be verifiable through the education ministry database, and merged or renamed institutions cause verification failures.
What Actually Went Wrong
Vietnam is not covered by the Convention for China until 11 September 2026.
In this case the gap was narrower: the awarding institution must be verifiable through the education ministry database, and merged or renamed institutions cause verification failures. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Vietnam requires consular legalisation until the Convention takes effect.
How It Was Resolved
The fix ran through the CHSI verification report rather than through the Apostille stage. Once that record was in hand, the notarization could certify the degree title and date must match the CHSI record, and translated degree titles differ between institutions, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because employment onboarding can absorb some delay, the recovery fit inside the original schedule.
The General Rule
Three things decide whether a degree certificate clears employment onboarding in Vietnam:
One, the awarding institution must be verifiable through the education ministry database, and merged or renamed institutions cause verification failures.
Two, the degree title and date must match the CHSI record, and translated degree titles differ between institutions.
Three, Consular legalisation takes three to four weeks, far longer than the Apostille route.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the overseas employer in Vietnam requires, in writing, before notarizing
- Check that the notarization certifies the fact — the awarding institution must be verifiable through the education ministry database, and merged or renamed institutions cause verification failures
- Verify the degree title and date must match the CHSI record, and translated degree titles differ between institutions
- Have the CHSI verification report ready before the notary appointment
Legal Basis
Hague Apostille Convention of 5 October 1961; China in force since 7 November 2023.
