Packing List Apostille for International Trade in the United Kingdom
The Situation
A Qingdao exporter came to us after the first submission had been returned, preparing a buyer's document request for customs clearance in the United Kingdom.
The packing list had been notarized and apostilled. It was then examined by the importing customs authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — a packing list is a private document, so it needs CCPIT commercial certification before an Apostille can attach.
What Actually Went Wrong
UKVI applies a document-format checklist and rejects anything that does not match it.
In this case the gap was narrower: a packing list is a private document, so it needs CCPIT commercial certification before an Apostille can attach. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
UKVI is strict about the issuing authority being named on the Apostille.
How It Was Resolved
The fix ran through the CCPIT commercial certification rather than through the Apostille stage. Once that record was in hand, the notarization could certify the carton count, package count and gross/net weight must match the bill of lading and invoice, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because customs clearance can absorb some delay, the recovery fit inside the original schedule.
The General Rule
Three things decide whether a packing list clears customs clearance in the United Kingdom:
One, a packing list is a private document, so it needs CCPIT commercial certification before an Apostille can attach.
Two, the carton count, package count and gross/net weight must match the bill of lading and invoice.
Three, UK visa decision windows are short, so documents must be ready before lodging.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the importing customs authority in the United Kingdom requires, in writing, before notarizing
- Check that the notarization certifies the fact — a packing list is a private document, so it needs CCPIT commercial certification before an Apostille can attach
- Verify the carton count, package count and gross/net weight must match the bill of lading and invoice
- Have the CCPIT commercial certification ready before the notary appointment
