ISO Certificate Apostille for International Trade in Türkiye
The Situation
A commodity trader in Guangzhou came to us with the intake deadline three weeks out, preparing an import licence file for customs clearance in Türkiye.
The ISO certificate had been notarized and apostilled. It was then examined by the importing customs authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight.
What Actually Went Wrong
Turkish authorities require translation by a yeminli tercüman sworn before a Turkish notary.
In this case the gap was narrower: the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Türkiye requires sworn translation registered with a Turkish notary, which cannot be done in China.
How It Was Resolved
The fix ran through the certification body's accreditation certificate alongside the ISO certificate rather than through the Apostille stage. Once that record was in hand, the notarization could certify the certificate must be within its validity period, and expired certificates cannot be rescued by an Apostille, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because customs clearance can absorb some delay, the recovery fit inside the original schedule.
The General Rule
Three things decide whether a ISO certificate clears customs clearance in Türkiye:
One, the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight.
Two, the certificate must be within its validity period, and expired certificates cannot be rescued by an Apostille.
Three, Turkish sworn translation adds a stage on arrival.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the importing customs authority in Türkiye requires, in writing, before notarizing
- Check that the notarization certifies the fact — the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight
- Verify the certificate must be within its validity period, and expired certificates cannot be rescued by an Apostille
- Have the certification body's accreditation certificate alongside the ISO certificate ready before the notary appointment
