Degree Certificate Apostille for Thailand
The Situation
Sending a degree certificate to Thailand looks like a two-step job: notarize, then apostille. In practice there are three points where the file stops moving, and all three sit outside the Apostille stage.
Thai consulates examine the document differently from a Chinese notary office, and the difference is what causes the returns.
What Actually Went Wrong
First stop: the awarding institution has to be verified through the education ministry database, and institutions that have since been merged or renamed cause verification failures.
Second stop: the degree title and date on the certificate must match the CHSI record, and translated degree titles differ between institutions.
Third stop: Thailand requires consular legalisation until the Convention takes effect on 28 February 2027.
How It Was Resolved
Work the three in order and the Apostille becomes the easy part.
Get the CHSI (学信网) verification report first. Then have the notary certify the fact rather than the copy. Then verify the name and date details against the receiving requirement. The Apostille attaches at the end and takes five to ten working days.
Thailand deposited its instrument on 30 June 2026 and is not covered until 28 February 2027, so consular legalisation applies until then. That means the text of the notarization is read, not just the seal — which is why the order matters more than the effort.
The General Rule
For Thailand specifically, Consular legalisation dominates the timeline until the Convention takes effect.
The general rule: the Apostille certifies that a signature and seal are genuine. It does not certify that the document says the right thing. Everything the receiving authority needs to be true has to be true before the seal goes on.
