Driving License Apostille for Overseas Employment in South Korea

The Situation

A hospital administrator in Wuhan came to us with the appointment already booked, preparing a medical staffing placement for employment onboarding in South Korea.

The driving licence had been notarized and apostilled. It was then examined by the overseas employer, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test.

What Actually Went Wrong

Korean authorities require the Apostille and a Korean translation with matching names.

In this case the gap was narrower: converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

Korean name romanisation often differs from the Chinese passport romanisation.

How It Was Resolved

The fix ran through the traffic authority licence verification record rather than through the Apostille stage. Once that record was in hand, the notarization could certify the vehicle category must map to the receiving classification, which differs by state, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because employment onboarding can absorb some delay, the recovery fit inside the original schedule.

The General Rule

Three things decide whether a driving licence clears employment onboarding in South Korea:

One, converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test.

Two, the vehicle category must map to the receiving classification, which differs by state.

Three, Korean intake deadlines cluster in two crowded windows.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
