Birth Certificate Apostille in Shandong

The Situation

A birth certificate notarized in Shandong has exactly one correct route to an Apostille. The route follows the notary office, not the applicant.

The returns we see from Shandong are rarely about jurisdiction. They are about the document itself: the notarization has to certify the birth fact and parentage, not merely that a copy matches the original.

What Actually Went Wrong

Jurisdiction is simple: a Shandong-notarized document goes to the Shandong Foreign Affairs Office in Jinan, regardless of where the applicant now lives.

The substantive problem is upstream. The notarization has to certify the birth fact and parentage, not merely that a copy matches the original. That is a notarization-stage issue, and no amount of correct routing fixes it.

How It Was Resolved

Two stages, in order. First the hospital birth record or the household register showing the birth registration, so the notary has something to certify. Then the notarization, certifying the fact rather than the copy. Then the Apostille through the Shandong office, five to ten working days.

Where the applicant has moved away from Shandong, the choice is between couriering the notarized document back and re-notarizing in the current province. For most deadlines the courier is faster.

The General Rule

Shandong follows the same rule as every other province. The exception worth knowing is Beijing, which does not issue Apostilles at all and routes documents to the national-level authority instead.

Beyond routing, the recurring issue in Shandong cases is the same one everywhere: the parents' names must appear exactly as they do on the household register, and the birth date must match character for character.
