Police Clearance Certificate Apostille in Shaanxi
The Situation
A police clearance certificate notarized in Shaanxi has exactly one correct route to an Apostille. The route follows the notary office, not the applicant.
The returns we see from Shaanxi are rarely about jurisdiction. They are about the document itself: the certificate has a short validity window measured from its issue date, so an Apostille on an older certificate is worthless however genuine.
What Actually Went Wrong
Jurisdiction is simple: a Shaanxi-notarized document goes to the Shaanxi Foreign Affairs Office in Xi'an, regardless of where the applicant now lives.
The substantive problem is upstream. The certificate has a short validity window measured from its issue date, so an Apostille on an older certificate is worthless however genuine. That is a notarization-stage issue, and no amount of correct routing fixes it.
How It Was Resolved
Two stages, in order. First the public security bureau criminal record check, so the notary has something to certify. Then the notarization, certifying the fact rather than the copy. Then the Apostille through the Shaanxi office, five to ten working days.
Where the applicant has moved away from Shaanxi, the choice is between couriering the notarized document back and re-notarizing in the current province. For most deadlines the courier is faster.
The General Rule
Shaanxi follows the same rule as every other province. The exception worth knowing is Beijing, which does not issue Apostilles at all and routes documents to the national-level authority instead.
Beyond routing, the recurring issue in Shaanxi cases is the same one everywhere: the period covered by the check has to match what the receiving authority asks for, and a check covering the wrong period is rejected even if genuine.
Check These Before You Submit
- Retrieve the public security bureau criminal record check before booking the notary
- Notarize in Shaanxi, then route through the Shaanxi Foreign Affairs Office
- Verify the period covered by the check has to match what the receiving authority asks for, and a check covering the wrong period is rejected even if genuine
- Courier the original, never a copy
