Academic Transcript Apostille for Study Abroad in Saudi Arabia
The Situation
A student from Kunming came to us with the intake deadline three weeks out, preparing a university application file for university enrolment in Saudi Arabia.
The transcript had been notarized and apostilled. It was then examined by the admissions office, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided.
What Actually Went Wrong
Saudi Arabia requires legalisation through its own embassy chain plus approved-translator Arabic.
In this case the gap was narrower: transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Saudi Arabia requires approved-translator Arabic translation as a condition of legalisation.
How It Was Resolved
The fix ran through the sealed transcript issued directly by the institution registrar rather than through the Apostille stage. Once that record was in hand, the notarization could certify the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because university enrolment runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.
The General Rule
Three things decide whether a transcript clears university enrolment in Saudi Arabia:
One, transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided.
Two, the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization.
Three, Saudi legalisation is slow and the embassy stage dominates.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the admissions office in Saudi Arabia requires, in writing, before notarizing
- Check that the notarization certifies the fact — transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided
- Verify the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization
- Have the sealed transcript issued directly by the institution registrar ready before the notary appointment
