Academic Transcript Apostille for Skilled Migration in Russia
The Situation
A Shanghai-based engineer came to us with the deadline already inside a month, preparing his relocation file for residence permit application in Russia.
The transcript had been notarized and apostilled. It was then examined by the immigration authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided.
What Actually Went Wrong
Russian authorities require notarised Russian translation executed inside Russia.
In this case the gap was narrower: transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Russia requires the translation itself to be notarised inside Russia.
How It Was Resolved
The fix ran through the sealed transcript issued directly by the institution registrar rather than through the Apostille stage. Once that record was in hand, the notarization could certify the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because residence permit application runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.
The General Rule
Three things decide whether a transcript clears residence permit application in Russia:
One, transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided.
Two, the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization.
Three, Russian notarisation of translation must be scheduled after arrival.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the immigration authority in Russia requires, in writing, before notarizing
- Check that the notarization certifies the fact — transcripts are usually sealed by the issuing institution, and unsealing them to attach an Apostille destroys the validity the seal provided
- Verify the transcripts must be sealed and issued fresh by the institution, with the seal intact through notarization
- Have the sealed transcript issued directly by the institution registrar ready before the notary appointment
