Audit Report Apostille for Overseas Engineering in Poland
The Situation
A contractor in Chengdu came to us with the appointment already booked, preparing a project mobilisation file for contract mobilisation in Poland.
The audit report had been notarized and apostilled. It was then examined by the project owner, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the audit firm must hold the licence the receiving authority recognises, and reports from unlicensed firms cannot be certified onward.
What Actually Went Wrong
Polish authorities require translation by a tłumacz przysięgły sworn in Poland.
In this case the gap was narrower: the audit firm must hold the licence the receiving authority recognises, and reports from unlicensed firms cannot be certified onward. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Poland requires sworn translation, and the swearing must be Polish.
How It Was Resolved
The fix ran through the audit report plus the firm's practice licence rather than through the Apostille stage. Once that record was in hand, the notarization could certify the report must be signed by two certified public accountants, and single-signature reports are rejected, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because contract mobilisation can absorb some delay, the recovery fit inside the original schedule.
The General Rule
Three things decide whether a audit report clears contract mobilisation in Poland:
One, the audit firm must hold the licence the receiving authority recognises, and reports from unlicensed firms cannot be certified onward.
Two, the report must be signed by two certified public accountants, and single-signature reports are rejected.
Three, Polish work permit processing runs parallel to the document stage.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the project owner in Poland requires, in writing, before notarizing
- Check that the notarization certifies the fact — the audit firm must hold the licence the receiving authority recognises, and reports from unlicensed firms cannot be certified onward
- Verify the report must be signed by two certified public accountants, and single-signature reports are rejected
- Have the audit report plus the firm's practice licence ready before the notary appointment
