Commercial Invoice Apostille for International Bidding in Peru
The Situation
An equipment supplier in Changsha came to us with the appointment already booked, preparing a bid document set for bid submission in Peru.
The commercial invoice had been notarized and apostilled. It was then examined by the tender committee, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the invoice is a private document, so it needs CCPIT commercial certification before an Apostille can attach.
What Actually Went Wrong
Peru accepts the Apostille and requires Spanish translations.
In this case the gap was narrower: the invoice is a private document, so it needs CCPIT commercial certification before an Apostille can attach. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Peru verifies translation certification at the receiving stage and rejects incomplete sets.
How It Was Resolved
The fix ran through the CCPIT commercial certification of the invoice rather than through the Apostille stage. Once that record was in hand, the notarization could certify the invoice must be stamped by the issuing company before CCPIT will certify it, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because bid submission runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.
The General Rule
Three things decide whether a commercial invoice clears bid submission in Peru:
One, the invoice is a private document, so it needs CCPIT commercial certification before an Apostille can attach.
Two, the invoice must be stamped by the issuing company before CCPIT will certify it.
Three, Peruvian review usually takes three to four weeks.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the tender committee in Peru requires, in writing, before notarizing
- Check that the notarization certifies the fact — the invoice is a private document, so it needs CCPIT commercial certification before an Apostille can attach
- Verify the invoice must be stamped by the issuing company before CCPIT will certify it
- Have the CCPIT commercial certification of the invoice ready before the notary appointment
