Work Experience Certificate Apostille for Overseas Employment in Norway
The Situation
An HR coordinator in Suzhou came to us after a previous agent had withdrawn from the case, preparing an overseas hire's onboarding for employment onboarding in Norway.
The work experience certificate had been notarized and apostilled. It was then examined by the overseas employer, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the certificate must be issued and stamped by the employer and must reconcile with the social insurance payment record.
What Actually Went Wrong
Norway accepts the Apostille and Norwegian or English translations.
In this case the gap was narrower: the certificate must be issued and stamped by the employer and must reconcile with the social insurance payment record. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Norway requires the notary signatory identity to be traceable.
How It Was Resolved
The fix ran through the social insurance payment record and the stamped employer certificate rather than through the Apostille stage. Once that record was in hand, the notarization could certify the start and end dates must match the insurance record, and gaps between periods will be questioned, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because employment onboarding can absorb some delay, the recovery fit inside the original schedule.
The General Rule
Three things decide whether a work experience certificate clears employment onboarding in Norway:
One, the certificate must be issued and stamped by the employer and must reconcile with the social insurance payment record.
Two, the start and end dates must match the insurance record, and gaps between periods will be questioned.
Three, UDI processing is long, so documents must be timed carefully.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the overseas employer in Norway requires, in writing, before notarizing
- Check that the notarization certifies the fact — the certificate must be issued and stamped by the employer and must reconcile with the social insurance payment record
- Verify the start and end dates must match the insurance record, and gaps between periods will be questioned
- Have the social insurance payment record and the stamped employer certificate ready before the notary appointment
