ISO Certificate Apostille for Overseas Engineering in Norway

The Situation

A mining contractor in Kunming came to us with eight weeks to the deadline, preparing a mobilisation file for contract mobilisation in Norway.

The ISO certificate had been notarized and apostilled. It was then examined by the project owner, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight.

What Actually Went Wrong

Norway accepts the Apostille and Norwegian or English translations.

In this case the gap was narrower: the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

Norway requires the notary signatory identity to be traceable.

How It Was Resolved

The fix ran through the certification body's accreditation certificate alongside the ISO certificate rather than through the Apostille stage. Once that record was in hand, the notarization could certify the certificate must be within its validity period, and expired certificates cannot be rescued by an Apostille, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because contract mobilisation can absorb some delay, the recovery fit inside the original schedule.

The General Rule

Three things decide whether a ISO certificate clears contract mobilisation in Norway:

One, the certification body must be accredited by a body the receiving authority recognises, and certificates from unaccredited bodies carry no weight.

Two, the certificate must be within its validity period, and expired certificates cannot be rescued by an Apostille.

Three, UDI processing is long, so documents must be timed carefully.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
