Certificate of Origin Apostille for International Trade in Mauritius

The Situation

An exporter in Ningbo came to us with the deadline already inside a month, preparing a customs clearance package for customs clearance in Mauritius.

The certificate of origin had been notarized and apostilled. It was then examined by the importing customs authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set.

What Actually Went Wrong

Mauritius accepts the Apostille and English translations.

In this case the gap was narrower: the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

Mauritius requires civil documents issued within the last six months.

How It Was Resolved

The fix ran through the CCPIT or customs certificate of origin issued against the shipment rather than through the Apostille stage. Once that record was in hand, the notarization could certify the HS code, quantity and consignee must match the commercial invoice line for line, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because customs clearance can absorb some delay, the recovery fit inside the original schedule.

The General Rule

Three things decide whether a certificate of origin clears customs clearance in Mauritius:

One, the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set.

Two, the HS code, quantity and consignee must match the commercial invoice line for line.

Three, Mauritian review usually takes two to three weeks.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
