Trademark Registration Certificate Apostille in Liaoning

The Situation

A trademark certificate notarized in Liaoning has exactly one correct route to an Apostille. The route follows the notary office, not the applicant.

The returns we see from Liaoning are rarely about jurisdiction. They are about the document itself: the certificate must reflect the current register state, and any assignment, renewal or change of name since registration makes it stale.

What Actually Went Wrong

Jurisdiction is simple: a Liaoning-notarized document goes to the Liaoning Foreign Affairs Office in Shenyang, regardless of where the applicant now lives.

The substantive problem is upstream. The certificate must reflect the current register state, and any assignment, renewal or change of name since registration makes it stale. That is a notarization-stage issue, and no amount of correct routing fixes it.

How It Was Resolved

Two stages, in order. First the CNIPA trademark register extract, so the notary has something to certify. Then the notarization, certifying the fact rather than the copy. Then the Apostille through the Liaoning office, five to ten working days.

Where the applicant has moved away from Liaoning, the choice is between couriering the notarized document back and re-notarizing in the current province. For most deadlines the courier is faster.

The General Rule

Liaoning follows the same rule as every other province. The exception worth knowing is Beijing, which does not issue Apostilles at all and routes documents to the national-level authority instead.

Beyond routing, the recurring issue in Liaoning cases is the same one everywhere: the goods and services classes must match the register exactly, since abbreviated class lists are rejected.
