Test Report Apostille for Overseas Business Registration in Japan

The Situation

A brand owner in Shenzhen came to us after a previous agent had withdrawn from the case, preparing an overseas subsidiary registration for company registration in Japan.

The test report had been notarized and apostilled. It was then examined by the commercial registry, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the laboratory must hold CNAS or CMA accreditation, and the sample details on the report must match the actual goods.

What Actually Went Wrong

Japanese municipal offices require a Japanese translation attached to the apostilled document.

In this case the gap was narrower: the laboratory must hold CNAS or CMA accreditation, and the sample details on the report must match the actual goods. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

Japan does not accept an Apostille alone — the translation is part of the document.

How It Was Resolved

The fix ran through the test report plus the laboratory accreditation certificate rather than through the Apostille stage. Once that record was in hand, the notarization could certify the sample number, batch and test items must match the declared goods exactly, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because company registration can absorb some delay, the recovery fit inside the original schedule.

The General Rule

Three things decide whether a test report clears company registration in Japan:

One, the laboratory must hold CNAS or CMA accreditation, and the sample details on the report must match the actual goods.

Two, the sample number, batch and test items must match the declared goods exactly.

Three, Japanese processing depends on the municipal office, each with its own format.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
