Certificate of Origin Apostille for Japan
The Situation
Sending a certificate of origin to Japan looks like a two-step job: notarize, then apostille. In practice there are three points where the file stops moving, and all three sit outside the Apostille stage.
Japanese municipal offices and the immigration bureaus examine the document differently from a Chinese notary office, and the difference is what causes the returns.
What Actually Went Wrong
First stop: the certificate has to match the shipment documentation exactly, and any discrepancy between it and the invoice or packing list voids the whole set.
Second stop: the HS code, quantity and consignee must match the commercial invoice line for line.
Third stop: Japan does not accept an Apostille alone β the translation is treated as part of the document, not an attachment.
How It Was Resolved
Work the three in order and the Apostille becomes the easy part.
Get the CCPIT or customs certificate of origin issued against the shipment first. Then have the notary certify the fact rather than the copy. Then verify the name and date details against the receiving requirement. The Apostille attaches at the end and takes five to ten working days.
Japanese municipal offices require a Japanese translation attached to the apostilled document, prepared by a translator who signs and stamps it. That means the text of the notarization is read, not just the seal β which is why the order matters more than the effort.
The General Rule
For Japan specifically, Japanese processing depends on the municipal office, and each one sets its own translation format.
The general rule: the Apostille certifies that a signature and seal are genuine. It does not certify that the document says the right thing. Everything the receiving authority needs to be true has to be true before the seal goes on.
Check These Before You Submit
- Retrieve the CCPIT or customs certificate of origin issued against the shipment
- Have the notarization certify the fact, not the copy
- Verify the HS code, quantity and consignee must match the commercial invoice line for line
- Confirm Japan does not require a further attestation beyond the Apostille
