Household Register Apostille in Henan

The Situation

A household register notarized in Henan has exactly one correct route to an Apostille. The route follows the notary office, not the applicant.

The returns we see from Henan are rarely about jurisdiction. They are about the document itself: the register must be the current version, and pages added or amended after issuance are a common rejection point.

What Actually Went Wrong

Jurisdiction is simple: a Henan-notarized document goes to the Henan Foreign Affairs Office in Zhengzhou, regardless of where the applicant now lives.

The substantive problem is upstream. The register must be the current version, and pages added or amended after issuance are a common rejection point. That is a notarization-stage issue, and no amount of correct routing fixes it.

How It Was Resolved

Two stages, in order. First the current household register booklet from the local police station, so the notary has something to certify. Then the notarization, certifying the fact rather than the copy. Then the Apostille through the Henan office, five to ten working days.

Where the applicant has moved away from Henan, the choice is between couriering the notarized document back and re-notarizing in the current province. For most deadlines the courier is faster.

The General Rule

Henan follows the same rule as every other province. The exception worth knowing is Beijing, which does not issue Apostilles at all and routes documents to the national-level authority instead.

Beyond routing, the recurring issue in Henan cases is the same one everywhere: every page in the booklet is notarized, so any amendment page is scrutinized too.
