Single Status Certificate Apostille for France

The Situation

Sending a single status certificate to France looks like a two-step job: notarize, then apostille. In practice there are three points where the file stops moving, and all three sit outside the Apostille stage.

Campus France, the préfecture and French employers examine the document differently from a Chinese notary office, and the difference is what causes the returns.

What Actually Went Wrong

First stop: the notary has to verify single status through the civil affairs bureau marriage record, and that check sometimes comes back inconclusive for people who have lived in several provinces.

Second stop: the declaration of single status must be notarized by the person in person, and a proxy cannot make that declaration.

Third stop: France does not accept Chinese-certified translations for civil status documents.

How It Was Resolved

Work the three in order and the Apostille becomes the easy part.

Get the civil affairs bureau marriage registration record across all provinces of residence first. Then have the notary certify the fact rather than the copy. Then verify the name and date details against the receiving requirement. The Apostille attaches at the end and takes five to ten working days.

French authorities require translation by a traducteur assermenté registered with a French court of appeal. That means the text of the notarization is read, not just the seal — which is why the order matters more than the effort.

The General Rule

For France specifically, French préfecture appointments are hard to obtain and cannot be moved easily.

The general rule: the Apostille certifies that a signature and seal are genuine. It does not certify that the document says the right thing. Everything the receiving authority needs to be true has to be true before the seal goes on.
