Birth Certificate Apostille for Study Abroad in the Dominican Republic

The Situation

A family in Suzhou came to us after the first submission had been returned, preparing their child's school enrolment for university enrolment in the Dominican Republic.

The birth certificate had been notarized and apostilled. It was then examined by the admissions office, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the notarization must certify the birth fact and parentage, not merely that a copy matches the original.

What Actually Went Wrong

The Dominican Republic accepts the Apostille and requires Spanish translations.

In this case the gap was narrower: the notarization must certify the birth fact and parentage, not merely that a copy matches the original. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

The Dominican Republic receives fewer applications, so confirm the checklist in advance.

How It Was Resolved

The fix ran through the hospital birth record or the household register birth entry rather than through the Apostille stage. Once that record was in hand, the notarization could certify the parents' names must match the household register exactly and the birth date character for character, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because university enrolment runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.

The General Rule

Three things decide whether a birth certificate clears university enrolment in the Dominican Republic:

One, the notarization must certify the birth fact and parentage, not merely that a copy matches the original.

Two, the parents' names must match the household register exactly and the birth date character for character.

Three, Dominican processing usually takes three to five weeks.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
