Driving License Apostille for Skilled Migration in Canada
The Situation
An accountant from Nanjing came to us with the appointment already booked, preparing a skills assessment set for residence permit application in Canada.
The driving licence had been notarized and apostilled. It was then examined by the immigration authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test.
What Actually Went Wrong
IRCC accepts English or French and focuses on whether the document proves the fact cited.
In this case the gap was narrower: converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Canadian provincial bodies sometimes require certification beyond the Apostille.
How It Was Resolved
The fix ran through the traffic authority licence verification record rather than through the Apostille stage. Once that record was in hand, the notarization could certify the vehicle category must map to the receiving classification, which differs by state, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because residence permit application runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.
The General Rule
Three things decide whether a driving licence clears residence permit application in Canada:
One, converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test.
Two, the vehicle category must map to the receiving classification, which differs by state.
Three, Canadian processing is slow enough that a redo costs a full intake cycle.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the immigration authority in Canada requires, in writing, before notarizing
- Check that the notarization certifies the fact — converting a Chinese licence abroad depends on whether the receiving state recognises it, and most require a fresh test
- Verify the vehicle category must map to the receiving classification, which differs by state
- Have the traffic authority licence verification record ready before the notary appointment
