Recommendation Letter Apostille for Skilled Migration in Australia
The Situation
A software developer in Hangzhou came to us after the first submission had been returned, preparing a points-based application for residence permit application in Australia.
The recommendation letter had been notarized and apostilled. It was then examined by the immigration authority, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — a recommendation letter is a private document, so the recommender must sign before a notary with identity proof.
What Actually Went Wrong
Australian assessing authorities apply their own document rules, differing by body.
In this case the gap was narrower: a recommendation letter is a private document, so the recommender must sign before a notary with identity proof. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.
Australia requires separate submissions to the assessing authority and Home Affairs.
How It Was Resolved
The fix ran through the original signed by the recommender with identification attached rather than through the Apostille stage. Once that record was in hand, the notarization could certify the recommender must be relevant to the content, and a letter from someone unrelated weakens the case, and the Apostille attached to it meant something.
The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because residence permit application runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.
The General Rule
Three things decide whether a recommendation letter clears residence permit application in Australia:
One, a recommendation letter is a private document, so the recommender must sign before a notary with identity proof.
Two, the recommender must be relevant to the content, and a letter from someone unrelated weakens the case.
Three, Australian skills assessment validity is time-limited.
The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
Check These Before You Submit
- Confirm what the immigration authority in Australia requires, in writing, before notarizing
- Check that the notarization certifies the fact — a recommendation letter is a private document, so the recommender must sign before a notary with identity proof
- Verify the recommender must be relevant to the content, and a letter from someone unrelated weakens the case
- Have the original signed by the recommender with identification attached ready before the notary appointment
