Certificate of Origin Apostille for International Bidding in Australia

The Situation

A construction firm in Xi'an came to us with the intake deadline three weeks out, preparing a prequalification file for bid submission in Australia.

The certificate of origin had been notarized and apostilled. It was then examined by the tender committee, and the objection was not about the Apostille seal. It was about what the earlier stage had certified — the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set.

What Actually Went Wrong

Australian assessing authorities apply their own document rules, differing by body.

In this case the gap was narrower: the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set. Everything downstream was procedurally correct and substantively useless, because the receiving side needed the fact and had been given the form.

Australia requires separate submissions to the assessing authority and Home Affairs.

How It Was Resolved

The fix ran through the CCPIT or customs certificate of origin issued against the shipment rather than through the Apostille stage. Once that record was in hand, the notarization could certify the HS code, quantity and consignee must match the commercial invoice line for line, and the Apostille attached to it meant something.

The redo took five to ten working days at the Apostille stage on top of the time needed to retrieve the record. Because bid submission runs on a fixed deadline, that recovery time came out of the client's own buffer rather than extending the deadline.

The General Rule

Three things decide whether a certificate of origin clears bid submission in Australia:

One, the certificate must match the shipment documentation exactly, and any discrepancy with the invoice or packing list voids the whole set.

Two, the HS code, quantity and consignee must match the commercial invoice line for line.

Three, Australian skills assessment validity is time-limited.

The Apostille stage itself is the predictable part — five to ten working days, no surprises. The surprises all sit upstream and downstream of it.
